2026-2027 Officer Nominations

Nominations for officer positions for the 2026-27 term are now open!

Please read below for information on the open positions, how to make nominations, and how the positions will be staffed. Scroll down for position descriptions.

Chief Returning Officer (CRO)

We will be electing a new CRO at the General Membership Meeting on February 25, 2026. The CRO is responsible for overseeing nominations, elections, and referenda votes for the Local. Nominations for the position of CRO can be made by email to cro@cupe3902.org or on the floor at the GMM on February 25, 2026. Each member in good standing is eligible to make a nomination and to second a nomination. Each nomination requires a seconder.

Executive Committee, Officers, and Lead Stewards

Nominations close on March 20, 2026, seven days prior to the scheduled Annual General Meeting on March 27, 2026. Nominations cannot be made on the floor of the Annual General Meeting for officer, trustee, or lead steward positions. Incumbents are eligible to run again or run for other positions, and follow the same nomination process as non-incumbents.

There are 11 positions on the Executive Committee (one-year terms):

  • President

  • General Vice-President

  • Vice President 1 (responsible for Units 1 and 7)

  • Vice President 2 (responsible for Unit 3)

  • Vice President 3 (responsible for Unit 5)

  • Vice President 4 (responsible for Units 2, 4, and 6)

  • Secretary-Treasurer

  • Communications and Recording Secretary

  • Health and Safety Officer

  • Grievance Officer

  • Equity Officer

Additionally, nominations are also open for 1 trustee position (three-year term):

  • Trustee (1 position)

Finally, nominations are open for Lead Steward positions (one-year terms):

  • Lead Steward Unit 1

  • Lead Steward Units 2, 4, and 6

  • Lead Steward Unit 3

  • Lead Steward Unit 5

  • Lead Steward Unit 7

Eligibility

Each member in good standing (has worked a CUPE 3902 job in the last 12 months and has signed their membership card) is eligible to be nominated to a position with two exceptions. Only a member of the relevant unit may be nominated to numbered Vice President positions and to Lead Steward positions.

No candidate is eligible to stand for two positions other than for Vice President and Lead Steward positions. A candidate who is unsuccessful in an election for a Vice President position may run for the Lead Steward position of the unit where they are a member.

Nominations

Nominations close on March 20, 2026, seven days prior to the scheduled Annual General Meeting on March 27, 2026.
A completed nomination form must be submitted to the CRO (cro@cupe3902.org) by the March 20, 2026 deadline. The nomination form shall be signed by the nominator and include 9 additional members who second the nomination.
A member cannot nominate or second themselves for an officer, trustee, or lead steward position.

Nominators and seconders must be members in good standing (has worked a CUPE 3902 job in the last 12 months and has signed their membership card). You can verify your membership status using the information at the bottom of this email. Nominators and candidates are responsible for ensuring all nominators and seconders are members in good standing by the March 20, 2026 deadline.

Unless the member has accepted their nomination in writing prior to the General Membership Meeting, the nominee must be in attendance to accept their nomination.

Elections

Should only one candidate be nominated for a position, that candidate will be acclaimed to the position. If there is more than one candidate for a position, then an election will be called within 15 calendar days of the AGM. Should an election be required for any Lead Steward position, this will be called within 15 calendar days of the elections for Officer positions. Candidates are required to submit a candidate statement and conflict of interest declaration 5 days after nominations close (March 25).

Membership Registration

Be sure to sign your union card in order to be eligible to run for positions, nominate other members, and vote in elections.. You can sign your union card by logging in to the Member Portal, clicking “forms”, and submitting the “membership application form.”

To log on to the Member Portal you will need your member ID. Your member ID is at the bottom of CUPE 3902 emails.

When registering, please enter the information as it appears above (e.g. if the 'First Name' field includes both your first and middle names, enter both). If changes need to be made, send an email to website@cupe3902.org listing the edits needed.


Position Descriptions

President

The President is the Local’s lead political and administrative officer. They are responsible for overseeing the Local’s day-to-day operations and implementation of the Local’s annual strategic action plan. They oversee and chair many of the Local’s meetings, from Executive Committee meetings to general membership meetings, coordinate and facilitate opportunities for coalition-building across UofT, and act as the Local’s public-facing spokesperson.

The President receives work release from, or an annual honorarium equivalent to, 980 hours of TA work.

General Vice-President (GVP)

The GVP is Local’s lead delegate at union conventions and supports the President, Unit Vice-Presidents, and other Officers when performing their duties, sometimes acting in their stead if they are absent or unable.

The GVP receives work release from, or an annual honorarium equivalent to, 980 hours of TA work.

Secretary-Treasurer (ST)

The ST is the chief financial officer of the Local.

They are responsible for ensuring that the financial records of the Local are in good order, that all revenue is collected and bills paid, drafting annual budgets, and providing regular reports of the Local’s finances to the Executive Committee and the membership more broadly.

The ST receives work release from, or an annual honorarium equivalent to, 980 hours of TA work.

Unit Vice Presidents (Unit VPs)

The Unit VPs are the officers charged with representing the interests of, and advocating for, the members of the seven bargaining units of the Local.

  • VP1 represents Unit 1 and Unit 7 members

  • VP2 represents Unit 3 members

  • VP3 represents Unit 5

  • VP4 represents Unit 2, Unit 4, and Unit 6 members

Unit VPs are responsible for organizing and chairing Unit meetings, ensuring that the concerns of members are reported to the Executive Committee (and that the Executive Committee’s decisions and activities are reported to members in turn), liaising with University administrators about matters affecting the members that they represent, and, along with other officers, recruiting and training Unit stewards.

The Unit VPs receive work release from, or an annual honorarium equivalent to, 540 hours of TA work.

Communications and Recording Secretary (CRO)

The CRS is the lead information and recording officer of the Local.

They are responsible for ensuring that the proceedings of all meetings of the Executive Committee, Local Council, Grievance Subcommittee, and the membership (be they general or unit-specific meetings) are properly minuted and that these minutes are securely stored. In addition, they are responsible for overseeing the Local’s communication and information infrastructure, assisting other officers with the preparation of meeting agendas, and overseeing member- and public-facing communications, including digital and printed materials.

The CRS receives work release from, or an annual honorarium equivalent to, 540 hours of TA work.

Health and Safety Officer (HSO)

The HSO is the lead health and safety officer of the Local.

They are charged with recruiting, training, and coordinating the activities of Joint Health and Safety Committee (JHSC) members. They are responsible for supporting member education, tracking relevant legislative developments, identifying organizing opportunities related to workplace health and safety. The HSO also supports and facilitates health and safety initiatives with other locals and bodies across UofT’s campuses. 

The HSO receives work release from, or an annual honorarium equivalent to, 540 hours of TA work.

Grievance Officer (GO)

The GO is the lead grievance and education officer of the Local. They work alongside staff to support members navigating the grievance process and develop educational workshops for stewards and rank-and-file members on issues such as workplace rights, organizing fundamentals, and labour movement history. The GO tracks grievances, identifies common issues arising from Collective Agreements, and helps identify priorities for bargaining with the aim to secure stronger language in defense of workers rights. 

The GO receives work release from, or an annual honorarium equivalent to, 540 hours of TA work.

Equity Officer (EO) 

The EO is responsible for advancing equity work within the Local. They chair the Equity Subcommittee and relevant Unit-based equity funds meetings, support trainings on equity-related issues, and address equity and accessibility concerns that arise in meetings of the Local. 

The EO receives work release from, or an annual honorarium equivalent to, 540 hours of TA work.

Lead Stewards

Lead Stewards are responsible for coordinating and chairing Unit Council meetings, supporting steward onboarding and mentorship, and recruiting new stewards to create a strong network of advocates and organizers within their respective units. During bargaining years, the Lead Steward chairs their Unit’s Bargaining Support Committee and oversees organizing efforts to build consciousness around workplace issues, bargaining priorities, and strike readiness. 

There are five lead steward positions:

  • Unit 1 Lead Steward

  • Unit 2, 4, and 6 Lead Steward

  • Unit 3 Lead Steward

  • Unit 5 Lead Steward

  • Unit 7 Lead Steward 

Each Lead Steward receives work release from, or an annual honorarium equivalent to, 210 hours of TA work.

Trustees

Trustees conduct annual audits of the Local’s finances and administration, then produce annual Trustee reports based on those audits, and present their findings to the membership. 

Each Trustee receives an honorarium equivalent to 35 hours of TA work.
