Health Care Spending Account (HCSA)
The Health Care Spending Account (HCSA) is available for members of CUPE 3902 Unit 2 (Sessional Lecturers, TAs, writing instructors and tutors employed by Victoria University in the UofT).
Those Unit 2 members who were already entitled to the HCSA in 2006-2007 are only those who worked more than 140 hours at Vic since September 2006. Although the deadline to use your HCSA entitlement for the 2006-2007 academic year has now passed (as of August 31, 2007), you have until October 31, 2007 to submit the receipts. If you have a new appointment in September 2007 or January 2008, you will have a new entitlement starting then.
The NEW minimum for HCSA entitlement starting in September 2007 and ending in August 2008 is 50 hours. As of September 2007, all members who work for at least 50 hours are eligible for the HCSA . You can enrol yourself in the HCSA beginning in September 2007, and you will have until August 2008 to use this coverage.
You can download the Unit 2 HCSA Enrolment Form here. Please submit the completed form to the Bursar’s Office at Victoria University (Northrop Frye Hall, Room 115).
Each half-course you teach (as a sessional) will count for $250 worth of reimbursement. Hourly-paid employees are credited with $250 for 50-239 hours of work, $500 for 240-379 hours, $750 for 380-520 hours and so on, in increments of 140 hours.
Those members covered by a UofT Employee Benefit Plan (not your Grad student or Undergrad student or Unit 1 or 3 plans) are not eligible for this coverage.
Eligible expenses are those that qualify as a medical expense tax credit under the Income Tax Act, including prescription eyeglasses, dental expenses, medical devices and supplies, prescription drugs, and services of paramedical practitioners. A list of eligible medical expense tax credits can be found on the Canada Revenue Agency website.
Once you've enrolled, you can make claims. Click here to download the HCSA claim form. Submit the form with your original receipts for medical expenses to Greenshield. If you have any problems, please contact the Union office: (416) 593-7057.
